We are committed to being resourceful, innovative and responsive in our delivery of training and services to the community. 

YMCLC are contracted with the Victorian Government to deliver vocational training under the Skills First Program for eligible students. The Victorian Skills First Program provides Australian citizens and permanent residents the opportunity to access Government-funded qualifications. This funding makes vocational training cost effective and more accessible. The change to the eligibility requirements at the start of 2023 means that eligible applicants can access Victorian and Commonwealth government subsidised funding for courses at YMCLC, even though you may already hold qualifications at the same or higher level. Depending on your eligibility, location, previous qualifications or completed units of competency and individual circumstances at the time of enrolment, YMCLC will assist you to explore your funding options. Under the Victorian Training Guarantee, a subsidised training place is guaranteed to eligible students.  To be eligible, an individual must meet the following requirements:

Citizenship

  • Be an Australian citizen; or
  • Hold a permanent Visa; or
  • Be a New Zealand citizen;

Physical location

You must be physically present in Victoria or in a designated border region while participating in training and assessment.

Course limits

Skills First funding is limited to:

  • 2 courses at a time
  • 2 courses in a year

Students who do not fall into the above categories, are not eligible and cannot be subsidised, however can still complete the training at a fee-for-service rate.

Students need to provide one of the following to prove citizenship or permanent residence:

Evidence of Citizenship:

  • Australian or New Zealand Birth Certificate (not an extract)
  • Current Australian or New Zealand Passport
  • Australian or New Zealand Citizenship Certificate
  • A current green Medicare card
  • Australian certificate of registration by descent

Evidence of residency (if not a citizen):

  • A current green Medicare Card
  • Confirmation from the Visa Entitlement Verification Online (VEVO) system of permanent residence status and either a foreign passport or Immicard

AND if age is relevant to eligibility, one of the following:

  • Current driver’s license or learner permit
  • Proof of Age card
  • A “Keypass” card

Enrolling in Certificate qualification/s may affect your future training options and eligibility for further government subsidised training under the Skills First Program.
